3세기 전반의 사로국(신라)에서는 석씨가 소국 왕의 지위에 있었으며, 석씨 족단과 사로국의 중심은 경주 동남 방면의 외동읍과 울산시 중산동 일대에 있었다. 당시에는 사로국과 구야국(가야)이 진한과 변한의 통합 주체로서의 면모를 보이지 못하였다. 3세기 후반에 진한의 울산 중산리 고분군 축조 집단(신라)과 변한의 김해 대성동 고분군 축조 집단(가야)이 주변 소국들을 통솔하며 정치 세력화하였다. 4세기 전반에는 울산의 우시산국이 신라에 복속되나, 부산의 거칠산국은 가야계통의 독립적인 문화를 유지하였다. 4세기 중엽에 가야가 신라에 대한 반격에 나서자, 부산의 복천동 고분군 축조 집단은 가야에 복속되고, 신라에서는 왕통이 경주 중심 지구의 김씨 족단으로 바뀌었다. 그러나 신라가 400년에 고구려군을 끌어와서 가야권을 강타하자, 복천동 세력은 신라에 투항하여 한동안 그 지원 아래 번영하였다.

In the first half of the 3th century, Seok's family was the royal family of the little state Saro-guk(Shilla). The center place of Seok's family and Saro-guk was at Gyeongju Oedong-eup and Ulsan Jungsan-dong, the south-east area of Gyeongju. At that time, Saro-guk and Guya-guk(Gaya) were still not the main body of unity in Jinhan and Byeonhan. In the latter half of the 3th century, the building group of Ulsan Jungsan-ri tombs(i.e. Shilla) and that of Gimhae Daeseong-dong(i.e. Gaya) tombs began to unite the surrounding little states and beame political forces of Jinhan and Byeonhan. In the first half of the 4th century, Usisan-guk at Ulsan came to obey to Shilla, but Geochilsan-guk at Busan maintained the independent culture of Gaya line. In the mid-4th century, Gaya beginning to counterattack to Shilla, the building group of Busan Bokcheon-dong tombs came to obey to Gaya, and the lineage of the Shilla's throne was changed to Kim's family. But at 400 A.D. Shilla strongly attaching Gaya range by bring in the army of Goguryeo, the influence of Bokcheon-dong surrendered to Shilla and prospered under its support for a while.
